Notification of Infectious and Contagious Diseases Ordinance 1923

THE ISLAND OF NAURU

NOTIFICATION OF INFECTIOUS AND CONTAGIOUS DISEASES ORDINANCE 1923*

SHORT TITLE AND COMMENCEMENT DATE

1. This Ordinance may be cited as the Notification of Infectious and Contagious Diseases Ordinance 1923,* and shall come into operation forthwith.

DISEASE TO BE REPORTED TO ADMINISTRATOR

2. All cases of contagious or infectious diseases, including venereal disease, occurring within the jurisdiction of the Administrator of Nauru are to be reported to the Administrator within 24 hours of knowledge, or receipt of information, of any such case occurring, or within three days of the publication of this Ordinance, in the case of a person suffering from contagious or infectious disease, at the date of this Ordinance.

BY WHOM AND MANNER IN WHICH REPORTS TO BE MADE

3. The following shall be responsible for the making of the report referred to in section 2:-

The person affected (in the case of a minor, the parents or guardians); or

The Medical Officer or other person attending the case; or

The Master of vessel on which the person affected is employed, or is a passenger.

Reports shall be made in such form as may be prescribed by the Administrator, provided that reports by the Government Medical Officer, or other qualified medical practitioner, of cases of venereal disease, may be made by number or other private designation, and the names of such patients shall be kept in a private roster by the Medical Officer, unless and until such patient refuses or discontinues such treatment for the disease, as may be prescribed by the practitioner, in which instance such cases shall be reported by name for action under section 5 of this Ordinance.

PERSONS ON BOARD VESSELS SUFFERING FROM VENERAL DISEASE

4. The Master of any vessel arriving at Nauru from overseas, shall be responsible that no person suffering from venereal disease shall be permitted to land from his vessel on the island, except for admission to hospital as defined in section 5, and the Master of the vessel on arrival at Nauru shall furnish to the Port Medical Officer, a statement giving the names of those on board suffering from venereal disease, and certifying that, to the best of his knowledge and belief, no other person on board is suffering from such disease.

TREATMENT OF PERSONS SUFFERING FROM VENERAL DISEASE

5. Persons suffering from venereal disease shall submit themselves for appropriate treatment to the medical officer or other qualified medical practitioner, and shall, if he so advises, be admitted to a hospital, and detained there; such treatment and detention to continue until the patient is certified by the medical practitioner as free from danger of infecting others, or until the patient leaves to embark on board ship for the purpose of leaving Nauru.

PENALTY

6. Penalty for breach of this Ordinance - Fine not exceeding Ten pounds.

REGULATION MADE BY THE .ADMINISTRATOR UNDER THE ABOVE-REFERRED TO ORDINANCES.^(a)

The following is the list of diseases, notification of which is required to be made to the Administrator in accordance with the provisions of the Notification of Infectious and Contagious Disease Ordinance 1923, and the Chinese and Native Labour Amendment Ordinance 1923-1924:-

Anthrax.

Ankylostoiniasis.

Bilharziasis.

Bubonic Plague.

Cerebro-Spinal Fever.

Cerebro-Spinal Meningitis.

Chicken-Pox.

Cholera.

Dengue Fever

Diphiheria.

Dysentery.

Encephalitis lethargica.

Enteric Fever.

Infantile Paralysis.

Influenza Vera and any febrile toxic septicaemic condition similar to influenza, including pneumonic influenza.

Leprosy.

Malarial Fever

Measles.

Pulmonary Tuberculosis (phthisis).

Scarlet Fever.

Scarlatina.

Small-Pox.

*Trachoma.

Tuberculosis.

Typhoid.

Typhus Fever.

Venereal Disease.

Chancroid (soft chancre).

Gonorrhaea.

Gonorrhaeal Ophthalmia.

Infective grannioma of the pudenda.

Ophthalmic noonatorum.

Syphilis.

Whooping Cough.

Yellow Fever.
