LIBRARIES (DEPOSIT OF BOOKS)
AN ACT TO MAKE PROVISION FOR THE DEPOSIT AND PRESERVATION OF COPIES OF BOOKS PRINTED OR PUBLISHED IN SOLOMON ISLANDS AND FOR MATTERS INCIDENTAL THERETO.

Short title
1. This Act may be cited as the Libraries (Deposit of Books) Act.
Interpretation
2. In this Act, unless the context otherwise requires—
"book" includes every part or division of a book, pamphlet, periodical, newspaper, magazine, review, gazette, sheet of letterpress, sheet of music, map, plan, plate, chart or table separately printed, or any dust-jacket, cover or wrapper pertaining thereto, but does not include any re-issue or new impression, or any second or subsequent edition of a book unless such edition contains additions or alterations either in the letterpress or in the maps, prints, plans or other illustrative materials belonging thereto, or any books which are not intended to be made available to or open to inspection by the public at large;
"printed" as applied to books means produced by printing, lithography or any other like process, or by stencil duplication or any other like process, and "printer" shall be construed accordingly.

3.—(1) The printer of every book printed in Solomon Islands and the publisher of every book published in Solomon Islands but printed on behalf of the publisher outside Solomon Islands, shall, free of charge, deliver one copy of the book to such person and at such place as the Minister may from time to time by order direct, and one further copy to the Librarian of the University of the South Pacific, Solomon Islands Centre.
(2) The copy to be delivered at the place directed by the Minister shall be delivered, in the case of a book printed in Solomon Islands, not later than thirty days after the day on which the first copy intended for publication is delivered out of the press, and in the case of a book printed outside Solomon Islands, not later than one month after the day on which any copies thereof first become available to the public in Solomon Islands or five months after the day on which publication copies are delivered out of the press, whichever is the earlier.
(3) The copy to be delivered to the Librarian of the University of the South Pacific, Solomon Islands Centre, shall be delivered not later than six months after publication copies are delivered out of the press.
(4) The Minister may by writing under his hand extend the time for delivery of any book.
(5) Every copy delivered under the provisions of this section shall be a copy of the whole book, with all maps, illustrations, and plates belonging thereto, finished and coloured in the same manner as the best copies of the same are produced, and shall be bound, sewed or stitched together, and on the best paper on which the book is printed.
(6) The person to whom any copies of books are delivered pursuant to this section shall give or cause to be given to the printer or publisher delivering any such copy to him a receipt in writing for the same.
(7) Any person who fails to comply with any of the provisions of this section, other than subsection (6), shall be guilty of an offence and liable to a fine of fifty dollars, and the court convicting him may in addition order him to comply with the provisions of this section.

4. Books delivered at any place in Solomon Islands in pursuance of directions given by the Minister under section 3(1) shall be available for consultation by members of the public, but not for removal from the library or other depository in which they are normally stored.

5. The Minister may by order exempt from the provisions of section 3 any book or class or description of books either absolutely or subject to such conditions as he may specify.

6. The Minister may make regulations for the better carrying out of the provisions and purposes of this Act.

1. This Order may be cited as the Libraries (Deposit of Books) (Exemption and Local Deposit) Order.
2. The copy of every book required by section 3(1) of the Act to be delivered by the printer or publisher to such person and at such place as the Minister may direct shall be delivered to the Director of National Library Services.
3. The following books and classes or description of books are hereby exempted from the provisions of section 3, that is to say—
(a) trade advertisement brochures, tariff lists, catalogues and labels;
(b) timetables;
(c) calendars and post cards;
(d) greeting, visiting, business and invitation cards;
(e) blank forms of every description;
(f) programmes,
(g) posters;
(h) saving bank books, bank deposit books and cheque books;
(i) cartons, containers and wrappers;
(j) drip mats and place mats;
(k) menus;
(l) letterheads and business stationery;
(m) printed serviettes and paper towels;
(n) original art productions; and
(o) public notices.
