LOCAL GOVERNMENT COUNCIL
(PAYMENT OF GRATUITIES)
Order 64 of 1987
To make provision for the payment of gratuities to Chairmen, Deputy Chairmen and councillors of Local Government Councils.
1. Interpretation
In this Order unless the context otherwise requires:
“Act” means the Decentralization Act [Cap. 230];
“Councillor” means an elected member of the Council;
“meeting” means a meeting of a full council but does not include the Executive and Finance Committee meetings or other committee meetings.
2. Gratuity Payments
(1) Subject to the provisions of this Order, a Local Government Council may pay to its Councillors at the end of their term of office
gratuities at the rates specified below:

(2) The calculation of the amount payable as gratuities shall be based on the number of meetings attended by a Councillor during his
term of office:
Provided that for the purposes of this section, the number of meetings in respect of which a Councillor is entitled for payment of
gratuities, in each year of his term of office shall not be more than four.
(3) In the case of a Councillor who ceased to hold office under section 10 of the Act, the calculation of the gratuity payable shall be based on the number of meetings attended by that Councillor during the period he was in office.
